Witness v1.0

Witness is a primarily a position/time marking program but it also functions as a serial GPS connection and makes the GPS signal available to an IP address. It was originally designed to precisely mark the release position and time of simulated airdrops but it has also been used to mark the position of test airdrop release. Interpolates the position/time between GPS updates.
